Brad Weeda is a Mechanical Engineer and Technical Program Manager at INFRA, where he supports water and wastewater projects, water appropriation for water-cooled sites, and technical program delivery for complex infrastructure initiatives.
Before joining us here at INFRA, Brad’s background spanned mechanical engineering, construction management, and multidisciplinary infrastructure projects, including civil, structural, electrical, pipeline, and pilot plant systems.
Outside of INFRA, Brad enjoys metalwork, woodworking, and welding, as well as spending time with his wife and children. His interests reflect his hands-on mindset and reinforce his insightful, detail-driven approach to engineering.


Emily Saban is a Senior Sustainability Engineer supporting infrastructure consulting and advancing corporate water stewardship initiatives through strategic partnerships. Her work spans complex site selection, policy briefings on water and power legislation and regulation, and identifying scalable opportunities to integrate sustainability across operations.
With over a decade of experience in water and wastewater engineering, including nutrient recovery, treatment plant efficiency, and large-scale risk mitigation, Emily brings both technical depth and a strong ESG perspective to her work with us. Her prior experience in corporate sustainability enhances her ability to translate technical insights into actionable stewardship strategies for INFRA’s clients.
Emily enjoys running, exploring Chicago’s endless parks and breweries with her dog, and sharing sustainable living practices online.


Fred Slott is a Project Engineer at INFRA specializing in sustainability and water stewardship for industrial users. He executes water risk assessments and leads water replenishment initiatives for evaporative-cooled sites, ensuring sustainable sourcing in regions with active operations.
Following his service in the U.S. Air Force, Fred gained extensive experience managing government and sustainability projects, as well as UAS programs, bringing a practical, systems-oriented perspective to complex technical and environmental challenges.
Fred is INFRA’s resident adrenaline junkie, and can often be found diving headfirst out of an airplane. He brings the same adventurous spirit and disciplined approach to solving complex sustainability problems.


Janna Coleman is INFRA’s Business Operations Specialist and Copy Strategist with extensive experience in brand narrative and technical communications. Her work focuses on translating complex products, infrastructure, and regulatory concepts into clear, credible language that serves both technical and non-technical audiences.
Alongside her work executing INFRA’s behind-the-scenes needs, Janna partners closely with subject-matter experts to shape content that supports growth, trust, and informed decision-making. She brings a detail-oriented, systems-level approach to her work and strives to create deliverables for technically sophisticated audiences without sacrificing clarity or tone.
Janna can almost always be seen reading, rock climbing, or walking a dog or three around in Austin, Texas.


Jeff Romanosky is a Project Controls Engineer at INFRA. Jeff supports large infrastructure resource users with complex operational insight, program optimization, and data-driven decision support. His work focuses on bringing structure and performance visibility to complex infrastructure programs.
Jeff’s extensive background and experience spans construction project controls across both public and private sectors, including scheduling, cost control, project finance, and risk management.
In his time away from us, Jeff and his son spend time training Shotokan Karate together.


Jeff Schlect is an Electrical Systems Engineer supporting power infrastructure strategy at INFRA. Jeff advises major industrial clients on the development and negotiation of high-voltage utility infrastructure serving facilities with power demands ranging from 50MW to 1200MW. He brings more than 34 years of electric utility experience across system operations, transmission planning, generation interconnection, and federal energy regulation to help clients secure reliable, cost-effective power at scale.
Jeff’s background includes deep expertise in FERC policy, transmission rates and tariffs, interconnection agreements, and regulatory filings, providing critical insight into the operational and regulatory pathways that shape large-load power delivery.
Beyond spreadsheets and substations, Jeff enjoys hiking and backpacking across the Western U.S., coaching high school basketball, and never passing up a truly good cheeseburger.


Jeremy Garrod is a Senior Electrical Engineer developing capabilities for power infrastructure analysis at INFRA. He provides expert guidance to clients navigating complex energy challenges.
Jeremy’s experience spans extensive Department of Defense and Department of Energy projects, including radar systems, pulsed-power fusion machines, high-energy battery systems, and mobile microgrids for space domain awareness applications. Jeremy combines technical expertise with applied problem-solving across cutting-edge energy systems.
When he’s off the grid, Jeremy is passionate about traveling and discovering new cuisines.


Kevin Niemi is a Data & Analytics Engineer at INFRA, where he focuses on power and water reporting, data warehousing, and data governance to support complex infrastructure needs.
His professional background spans nuclear fuels engineering, business intelligence consulting with a specialization in data warehousing, and data engineering and analytics within the financial services sector.
Beyond his work at INFRA, Kevin spends his time along the Chicago Lakeshore, biking the trail or swimming in Lake Michigan.


Kyle Cotten is INFRA’s Principal Engineer, responsible for overall strategy and primarily supporting water resource projects, sustainability initiatives, and conservation efforts.
He brings more than 20 years of experience across industrial land development, aviation, and wet utility projects, with specialized expertise in brownfield redevelopment and USEPA- or state-designated contaminated sites. His work includes mitigation and restoration efforts that return abandoned or underutilized properties to productive use.
Kyle holds professional engineering licenses in Washington, Idaho, and Montana. His background is further supported by extensive continuing education, conference presentations, business development training, and financial modeling for capitalization and value assessment.
True to his inner engineer, Kyle has a deep interest in ancient civilizations and the architectural and engineering ingenuity achieved without modern technology. He’s especially drawn to the strategies and problem-solving approaches used by early engineers and inventors to build, sustain, and protect their societies.


Patricia Whitby is a Sustainability Program Manager at INFRA, supporting the execution of corporate water sustainability programs and developing the digital tools and frameworks needed to scale informed, data-driven decision-making.
She bridges sustainability goals with actionable outcomes by building internal capabilities, identifying industry needs, and aligning stakeholders across complex systems.
With a PhD in Environmental Engineering focused on regional water resilience and stakeholder coordination, Patricia brings both technical rigor and practical clarity to sustainability integration.
Alongside her impactful work with INFRA, Patricia is an avid exerciser who loves bike rides and spending time with her two labs, Ralphie and Ginger.

Rachel Noetling is INFRA’s talented Public Relations Intern supporting content development, media initiatives, brand stewardship, and internal communications. Her work includes research on public and stakeholder responses to infrastructure solutions, with a focus on emerging engineering innovations.
Rachel also contributes to insights reporting, trend analysis, and risk-focused research to support INFRA’s broader strategic efforts.
Beyond her role at INFRA, Rachel enjoys snowboarding and spending time outdoors with friends.


Rebecca Yap is the Financial Director at INFRA, ensuring the firm operates efficiently, sustainably, and with financial strength.
With extensive experience managing both private and government contracts and navigating the unique challenges of startup environments, she partners with leadership and technical teams to align strategy, operations, and financial performance, supporting business growth and long-term stability.
Known as a trusted resource and operational cornerstone, Rebecca keeps the firm running smoothly. When she finally takes a break from being the glue that holds INFRA together, Rebecca might be found listening to audio books, walking outside, hosting a game night, or practicing yoga.


Ryan Lewis supports INFRA’s Utility Infrastructure Strategy team, advising on planning, contracting, and risk management for complex off-site water and wastewater infrastructure supporting data centers and hyperscale developments. He works closely with utilities, AHJs, and environmental regulators to help advance projects efficiently and responsibly
As a licensed civil engineer with more than 12 years of experience, Ryan specializes in water supply planning, reuse strategies, and subsurface risk; he brings practical, construction-informed judgment to projects with significant regulatory and infrastructure constraints.
Like many of our team here, Ryan enjoys being outdoors. As the son of a potato farmer from Palmer, Alaska, he loves to spend his time hiking, hunting, and fishing with his wife and two daughters.


Ted Douglas is a Senior Water Sustainability Project Manager at INFRA, where he leads conservation program expansion across the Midwest and advances watershed health initiatives that connect corporate water stewardship investments with on-the-ground project execution. Ted’s works on developing corporate water stewardship strategies, facilitating shovel-ready projects, and supporting scientific validation of water replenishment and nutrient reduction benefits.
With more than 25 years of experience spanning sustainability leadership, innovation, and program development, Ted has designed water strategies for Fortune 500 companies and built national initiatives that integrate science, strategy, and measurable impact. His background includes leading corporate water stewardship efforts and advising public, private, and nonprofit organizations on risk management and sustainable operations.
Ted is deeply committed to youth sports development. He founded a youth sports startup that’s created growth opportunities for tens of thousands of young athletes, helping them navigate development pathways and long-term engagement in sports.


Tyson Schlect is INFRA’s Infrastructure Strategist, leading development agreement negotiations for large-scale water and power infrastructure supporting industrial users.
He develops strategic solutions to secure reliable utility access, serves as an in-house technical expert on complex engineering challenges, and translates technical constraints, costs, and risks into actionable development and investment strategies.
With a decade of experience delivering complex public and private water and wastewater infrastructure, Tyson works at the intersection of engineers, developers, utilities, and communities to align shared infrastructure goals.
Tyson is deeply interested in history, particularly the Roman engineer Frontinus, and has taught a course on the history of science. His engineering background and historical perspective shape his commitment to advancing American infrastructure that serves people responsibly and with enduring value.
